WASHINGTON, DC, SEPTEMBER 19, 2025 – ATA Action, the advocacy arm of the American Telemedicine Association, today endorsed two critical bills passed by the U.S. House Ways
& Means Committee – the Hospital Inpatient Services Modernization Act, and the Ensuring
Patient Access to Critical Breakthrough Products Act. These bipartisan bills represent important steps toward expanding access to care and medical innovation for Medicare beneficiaries.
The Hospital Inpatient Services Modernization Act (H.R. 4313) would extend the Acute Hospital Care at Home (AHCaH) Program for five years, through 2030, allowing patients to receive hospital-level care in the comfort of their own homes. Today, over 300 hospitals across 37 states participate in AHCaH, underscoring its value and scalability.
“The Acute Hospital Care at Home Program has been transformational for patients and is a top priority for ATA Action. Without congressional action, this program along with other critical Medicare telehealth flexibilities will expire at the end of this month,” said Kyle Zebley, executive director, ATA Action and senior vice president, public policy at the ATA. “With only 11 days until access runs out, we urge Congress to pass this bill as soon as possible to prevent millions of Americans from losing essential access to needed treatment within the comfort of their homes – and ultimately make the program permanent.”
The second piece of legislation endorsed by ATA Action, the Ensuring Patient Access to Critical Breakthrough Products Act (H.R. 5343), would guarantee four years of Medicare coverage for FDA-designated breakthrough technologies. ATA Action also strongly urges Congress to include innovative diagnostic tests within this framework, vital to enabling early detection and treatment of conditions such as cancer, Alzheimer’s disease, and traumatic brain injury.
“By aligning CMS coverage timelines with FDA approvals, this bill ensures patients are not forced to wait years for access to safe, effective, and potentially life-saving medical innovations,” added Zebley. “Timely access to these tools leads to more precise care, prevents costly hospitalizations, and supports better patient outcomes.”
