ATA Action advances policies that accelerate innovation, expand access, and strengthen virtual care across the healthcare system. This includes advocacy supporting AI in virtual care delivery, digital therapeutics, Prescription Drug-Use-Related Software (PDURS), remote monitoring, digital diagnostics, Software as a Medical Device (SaMD), connected devices, home-based care technologies, and Virtual Foodcare policies that expand access to tele-nutrition and personalized nutrition services.
By bringing together leaders across virtual care, ATA Action provides a platform for members to shape policy, share expertise, and advance practical federal and state advocacy that supports responsible innovation and improves access to connected, high-quality care.

AI in Virtual Care Policy Initiative
Artificial intelligence is rapidly transforming healthcare, and ATA and ATA Action are leading the conversation to help shape the policies, regulations, and frameworks that will govern the use of AI in virtual care delivery. ATA and ATA Action have launched a dedicated AI in Virtual Care Policy Initiative to develop practical, technology-informed policy recommendations that support innovation, strengthen patient trust, provide clarity for care teams and innovators, and avoid a fragmented patchwork of federal and state requirements that could slow the responsible adoption of AI-enabled virtual care.
Building on the ATA AI Policy Principles and the federal and state AI policy work ATA Action has led to date, this member-led initiative, including industry leaders, providers, innovators, and policymakers, to help establish the advocacy priorities for ATA Action in 2027. Outcomes will be presented in December at the ATA EDGE Policy Conference.
Open to ATA and ATA Action members, participants are working together to develop policy recommendations focused on AI’s role in virtual care, digitally enabled care, hybrid care models, remote care delivery, and connected care.
State AI Policy: Creating a Practical Roadmap for State Lawmakers and Regulators

This working group will develop model policy recommendations for the use of AI in virtual care, including clinician oversight, transparency, liability, patient consent, validation standards, and regulatory approaches that support innovation without creating a patchwork of state requirements.
Federal Legislative Approaches to AI and Virtual Care: Shaping the Federal Policy Agenda

This working group will develop recommendations for Congress on AI-enabled virtual care, reimbursement, access, infrastructure, clinical validation, and national standards that support responsible adoption at scale.
Federal Agency and Public Policy Framework for AI-Enabled Virtual Care: Influencing How Federal Agencies Approach AI in Virtual Care

This working group will focus on federal guidance and policy affecting the use of AI in virtual care, including transparency, trust, clinical workflow integration, reimbursement alignment, privacy, data quality, and appropriate regulatory oversight.

Cross-State Care Coalition
The ATA Action Cross-State Care Coalition brings together leading health systems, provider organizations, innovators, and digital health stakeholders to advance practical, bipartisan federal solutions that reduce unnecessary interstate licensure barriers while preserving state authority. The Coalition is focused on ensuring patients can access the care they need—regardless of geography—through targeted policies that improve continuity of care, expand access to specialty expertise, and strengthen the nation’s virtual care infrastructure.
Co-chaired by ATA Action’s Kyle Zebley and Dr. Mary Fernandes of Johns Hopkins Medicine, the Cross State Care Coalition is advancing federal policy solutions in high-impact areas including virtual specialty care for cancer and rare diseases, transplant and palliative care, mental health services, clinical trials, and follow-up care with established providers.
