KYLE ZEBLEY TO SUCCEED ANN MOND JOHNSON AS CHIEF EXECUTIVE OFFICER, CONTINUES AS EXECUTIVE DIRECTOR, ATA ACTION
LEADERSHIP TRANSITION TO OCCUR ON DECEMBER 10, 2025, AT ANNUAL ATA EDGE POLICY CONFERENCE
WASHINGTON, DC, NOVEMBER 10, 2025 – The American Telemedicine Association (ATA) today announced that Ann Mond Johnson will retire as chief executive officer, effective December 10, 2025. ATA’s Board of Directors unanimously selected Kyle Zebley, who currently serves as senior vice president, public policy at the ATA and executive director of ATA Action, to succeed Mond Johnson. Kyle will continue to serve as executive director of ATA Action following his appointment as CEO. This leadership change is part of a strategic succession plan designed to ensure continuity and the ongoing success of the organization.

Ann Mond Johnson joined the ATA as CEO in 2018, bringing with her significant experience as both an entrepreneur and executive leader. During her tenure, Ann led the ATA and the wider industry through the unprecedented challenges of a global pandemic. Her leadership helped establish telehealth as an accepted modality of care, and her efforts were recognized when she was named one of Modern Healthcare’s 100 Most Influential People in 2020 and 2024.
Ann transformed the ATA, expanded its scope beyond a professional society and formed a more representative board, to drive real change and best address evolving patient and clinician needs and the realities of today’s healthcare market. She built a more expansive and engaged member network across major healthcare systems, innovative solution providers, and thought leading organizations, key stakeholder groups and alliances.
With the goal of establishing telehealth as an imperative modality of care, Ann established a number of member-led initiatives, including councils, advisory groups and coalitions, and revitalized the ATA’s Special Interest Groups, uniting members to advance virtual care and harness the collective experience of these leading organizations to define what good looks like.
An important part of her legacy, Ann also convened industry leaders over the past five years to develop a first-of-its-kind, data-driven tool to benchmark U.S. communities’ digital access, empowering health, policy, and community leaders to make smarter, more informed decisions about the deployment of digital health services. Her vision for a unified digital health community, more broadly defined, informed the acquisition of the Digital Therapeutics Alliance earlier this year.

I am proud of our incredible accomplishments, especially our work creating actionable tools to help organizations improve access to needed care, and the talented, dedicated team behind our success,” added Mond Johnson. “Kyle Zebley and I have worked closely together for over five years, and I have utmost confidence in his leadership. I am thrilled the ATA Board of Directors selected him as the next generation to lead this important work.”

During Kyle’s time at the ATA, ATA Action was launched, which has become the leading voice in the nation for telehealth policy advocacy. Kyle has the full backing of myself and the Board, and we look forward to his leadership in continuing to deliver value to our members and represent the interests of our industry at all levels of government,” added Lacktman.
Kyle Zebley joined the ATA in July 2020 and has steadily expanded the organization’s policy and advocacy efforts. In 2022, together with Ann Mond Johnson, he launched ATA Action, the ATA’s advocacy arm, leading industry support for both state and federal telehealth policy. He has become a trusted advisor and policy advocate, fostering relationships with officials at The White House, key federal agencies, and bipartisan Congressional and state leaders to promote policies that expand telehealth and digital health access.
In addition to his policy work, Kyle has demonstrated strategic leadership by overseeing a wide range of initiatives to develop and implement strategies to integrate telehealth and digital health as permanent components of a modern healthcare system. His efforts include building coalitions at both the state and national levels, shaping critical policy frameworks with members and stakeholder groups, and leading public education on telehealth and digital health policy.
“It’s been an extraordinary privilege to work alongside Ann Mond Johnson, whose leadership transformed the ATA and established telehealth as a permanent, indispensable part of American healthcare. I’m deeply grateful for her mentorship, partnership, and friendship,” Zebley said. “As we look to the future, I’m energized by the opportunity to build on that strong foundation and continue advancing the ATA and ATA Action’s mission, driving innovation, strengthening collaboration across the healthcare ecosystem, and ensuring that every American has access to safe, high-quality, technology-enabled care.”
Before joining the ATA, Kyle served at the U.S. Department of Health and Human Services (HHS) as Chief of Staff for the Office of Global Affairs (OGA). In that role, Kyle represented the United States in global health diplomacy across five continents, leading engagement in major forums such as the G7, G20, the World Health Organization, and the United Nations on pandemic preparedness, pharmaceutical policy, and digital health standards, and negotiating international initiatives on antimicrobial resistance, health system strengthening, and chronic disease prevention.
